Grease a 9x9 baking dish, and arrange half of the potato slices on the bottom.
Sprinkle 1/2 of the cheddar cheese on top of the potatoes. Then, using 4oz of the cream cheese, spread small dollops of cream cheese on top of the potatoes.
Repeat this step with the remaining potatoes, cheddar cheese, and cream cheese.
Mix together the heavy whipping cream, salt, and pepper in a small bowl. Pour the mixture into the baking dish over the potatoes and cheese.
Bake the potatoes for 1 hour, or until they are tender and golden brown on top.
Remove the dish from the oven and sprinkle the cracker crumbs and rosemary on top. Return the dish to the oven and bake for 10-15 more minutes.
Let the dish sit for 10-15 minutes before serving. Enjoy!
